RBC magazine published the list of the most respected rectors of the Russian higher educational institutions acknowledged in the scientific community (Article «Tell me who is your rector?» issued in June, 2010). The rating was based on the Hirsch index or h-index. The index was suggested in 2005 by Jorge E. Hirsch, a physicist at UCSD, as a tool for determining theoretical physicists' relative quality.

The index measures the set of the scientists’ most cited papers and the number of citations that they have received in other people's publications. It is calculated in accordance with the Scopus data base of the Elsevier, Dutch publishing house.

The h-index table showed how rectors of the Russian higher educational institutions are involved in R&D activities and acknowledged in the modern scientific community.

English e-versions of the scientific publications or at least bibliographical descriptions have all the chances to be included in the list of publications classified in the Web of Science and Scopus data bases.
