On the 16th of January 2009, Sergei Bogdanchikov, the President of OAO Rosneft Oil Company, Nicolai Glushkov, the Minister of Architecture and Civil Construction of Krasnoyarsk Region and Eugene A. Vaganov, Rector of Siberian Federal University, Professor of Russian Academy of Sciences visited the site where the new educational laboratory building of SibFU Institute of Petroleum and Natural Gas Engineering is planned to be built. Within the framework of official visit, the President of OAO Rosneft Oil Company got acquainted with the model of the project and its connection to different services. Sergei Bogdanchikov pointed out that SibFU Institute of Petroleum and Natural Gas Engineering ought to become one of the best institutions in the world.

After the site inspection, there was a working session under the chairmanship of Sergei Bogdanchikov in ZAO Vankorneft. During the working session, Eugene A. Vaganov, Rector of Siberian Federal University presented the SibFU development programme and in particular the construction project of Institute of Petroleum and Natural Gas Engineering. The participants of the working session have set the strategic mission — to finish foundation work in summer 2009, to put the building in commission by August 2010.

The construction of the educational laboratory building will be set up this spring. Institute of Petroleum and Natural Gas Engineering will be raised near the SibFU block «А» (former Krasnoyarsk State Academy of Architecture and Civil Construction). Nicolai Glushkov, the Minister of Architecture and Civil Construction believes that there would be no problems with services and electricity during the construction of the educational laboratory building, because the chosen site is situated near the functional SibFU block.

It is necessary to recall that the decision of OAO Rosneft Oil Company to participate in the construction of the educational laboratory building of SibFU Institute of Petroleum and Natural Gas Engineering was made during the last official visit of the President of OAO Rosneft Oil Company on the 13th of November, 2008. After a month, Sergei Bogdanchikov signed an order on the 18th of December, 2008 to allocate 700 million rubles for the construction of the new block of SibFU Institute of Petroleum and Natural Gas Engineering.

At the present time, OAO Rosneft Oil Company, Administration of Krasnoyarsk region, Federal Education Agency and Siberian Federal University signed the quadrilateral agreement of complex collaboration in the course of 2008 – 2013, including the construction and development of scientifically educational and project complex in Eastern Siberia for staff training in the oil- gas area.
